Where is the distribution and activation instructions?

Unfortunately, I encountered an unscrupulous seller. I bought a key, it turned out that the key was already registered on September 6, 2024 and belongs to the user ne*****il@mail.ru
This is a deception of the client and does not correspond to the announcement on the site where licenses are sold. That is, the seller promises a license and sends an invalid key.
I sent the seller a screenshot confirming that the key was already registered. and immediately asked for a refund. I did not ask to replace the key, there was no longer any need or desire because the seller let me down badly.
The seller sent me a new key and said that he fulfilled his obligations. But this is already an attempt to sell me a product that I no longer need. Moreover, I repeat, I did not ask for a replacement.
As a result, the seller failed to fulfill his obligations and refused to return the money.
P.S. In messages, the seller explained to me that the keys are purchased in advance, that he cannot guarantee that the keys are working, that interest will be withheld from him upon return, etc. Apparently, personal financial interest served as the basis for keeping the money for himself.
But the fact is that I received a non-working key and immediately asked for a refund. Therefore, this is not about an exchange or return, but about non-fulfillment of the contract, non-delivery of goods and appropriation of other people's money.
